Noisy Neighbor big problem?

I live in a public housing new york city neighborhood..I have lived here all my life..I plan to move in a couple of years hopefully..but lately I have been dealing with neighbors from hell..I mean if hell had a neighborhood it would be here...I won't go into the downstairs neighbors but my upstairs neighbors recently started making 24 hour noise..They have a child or children upstairs and that child runs back and forth all day until the night..I went upstairs and knocked one time and they didn't answer..I called 311 the first time and they did nothing..I called 311 the second time and they did nothing..I called Housing and they told me to call 311...These people upstairs have used a drill late at night and started drilling..there are heavy dropping noises..things being dragged all day long..and all I hear is a child that screams and runs back and forth as well...I don't know if that child is left alone..I went upstairs the second time to knock and they didn't answer...I am so upset and I don't know what to do and who to call for help about this...The first time I went upstairs I actually snapped..I rushed upstairs so fast that i had pj's on..Im usually a very kind person..but I feel like I don't get respected the way that i respect my neighbors..I am afraid that i will take matters into my own hands and make their life a living hell..I am seriously on the edge because of this and im tired of having to deal with this..I was raised that you respect your neighbors..but while I do that..i get disrespected and im fed up..Who can I call in nyc that will actually do something about this..

Cleveland has a way harder schedule this year so dont expect Jam to put up those numbers again. The Pats hav a harder schedule as well. You really dont have any WRs, you have all #2 receivers. So this is kind of a reflection question. More of a way for me to express my feelings. How am i relevant? no matter what happens, earth isn't at all apart of anything in the universe. If it disappeared, no one would know. Were so unimportant as 3 billion people, whats one person? Im not at all talking on a suicidal level..so don't worry, or yze. Im just saying, looking at proposed maps of the universe, were so unimportant regardless of whats out there were not even a hundred billionth of the head of a pin on the map. Embarred (very) that I am drawn to Judaism?

I don't know why I am so drawn to Judaism. I come from a small town, but seem to find myself living in communities with a large Jewish presence, even though I don't know this at the time of moving into the community. A few years back, I decided to approach a Rabbi about conversion. I was predictably turned away. That really turned me off, and I made the decision never to try again. I'm embarred enough about it just to start with, and being rejected, as per the custom just adds to the embarrment. I moved out of the Jewish neighborhood I was living in, and into another neighborhood in which I was sure was mostly non Jewish. I dance, and began looking for a space to rent. There was none renting in the whole city, except for a synagogue, in my new neighborhood, which turns out to have a very strong Jewish presence. I did not know the dance studio was attached to a synagogue/private school until told by the dance instructor who graciously rented the space to me. The long and the short of it is, they don't want me, but I can't seem to get away. I'm not dancing today because it's the Sabbath (shabat?), and so I'm sitting here wondering what my life would be like as an orthodox Jew. I wish I understood the pull. Maybe someone sharing a similar experience might have some insights.

My husband before he moved to the US was receiving housing, disabilty, and living allowance benefits. When he moved to the US a yr ago, he cont. to draw benefits for 9 months till he got his green card. We recently have found out he has an outstanding warrant for benefits fraud.
