Well, I'll star this as an interesting question. Although all the "official" reports found no link between Saddam and 911, Bush decided to go right ahead with his war. Now, several years later, with the country nearly in bankruptcy, Mr. Bush's popularity is at an all time low. Trying to answer your question more specifically, I would say it is more like the "snowball" effect. Yes, slowly but surely, things have gotten worse and worse.
