Noisy Neighbor big problem?

I live in a public housing new york city neighborhood..I have lived here all my life..I plan to move in a couple of years hopefully..but lately I have been dealing with neighbors from hell..I mean if hell had a neighborhood it would be here...I won't go into the downstairs neighbors but my upstairs neighbors recently started making 24 hour noise..They have a child or children upstairs and that child runs back and forth all day until the night..I went upstairs and knocked one time and they didn't answer..I called 311 the first time and they did nothing..I called 311 the second time and they did nothing..I called Housing and they told me to call 311...These people upstairs have used a drill late at night and started drilling..there are heavy dropping noises..things being dragged all day long..and all I hear is a child that screams and runs back and forth as well...I don't know if that child is left alone..I went upstairs the second time to knock and they didn't answer...I am so upset and I don't know what to do and who to call for help about this...The first time I went upstairs I actually snapped..I rushed upstairs so fast that i had pj's on..Im usually a very kind person..but I feel like I don't get respected the way that i respect my neighbors..I am afraid that i will take matters into my own hands and make their life a living hell..I am seriously on the edge because of this and im tired of having to deal with this..I was raised that you respect your neighbors..but while I do that..i get disrespected and im fed up..Who can I call in nyc that will actually do something about this..
