So who decided which Gospels make it into the Bible and which don't?

Like the Gospel of Thomas, where Jesus kill some kids, or the Gospel of Judas, which shows Judas' betrayal as part of God's plan, both didn't make it - theological reasons? Political? Who got to decide?
